The NORTH EASTERN POLICE ACADEMY (erstwhile the Regional Police Training College) is an establishment of the Govt of India, under the Ministry of Home Affairs. It is situated in Ri-Bhoi District of Meghalaya and has been in existence since July,1978. It is engaged in shaping Police Officers of North Eastern States for equitable, effective and sensitive policing. It is dedicated to teaching its police trainees that they exist to safeguard the value of freedom - freedom from disorder, criminal acts and criminals.

 

Location

The Academy is located at Umsaw Village under the Ri-Bhoi District of Meghalaya, just west of Guwahati - Shillong National Highway. A 20 Km walk towards   the north  from Shillong, the capital of Meghalaya, 83 Km South from Guwahati on the Shillong-Guwahati National Highway and 12 Km west from Umroi Airport. The entry point on the main G S Road is called Umsaw Dyke. After crossing just around 100 yards,   from the main Guwahati-Shillong road, on the approach road of the Academy, there is one sentry post called    R P Gate. This is the main entrance to the Academy. The Academy has a beautiful sprawling campus spreading over an area of 205 acres of land at a height of 976 metres (3500 ft).

 

Climate

The climate of this area is moderate with average temperature of 28o Celsius in summer and 15o Celsius in the winter. The peak of monsoon starts from the month of May and continues upto September. The area is thickly covered with forest having variety of indigenous flora and fauna. This Academy takes pride in preserving and protecting the environment.

 

Roadmap

 

Background

In the year 1972, the National Committee on Police Training, headed by Dr M S Gore, in its report vide para-12 of Chapter XII, recommended the setting up a Regional Police Training Institution under the North Eastern Council, now directly under Ministry of Home Affairs to cater police training needs of all the N E States . The Gore Committee observed   “…. There are some States and Union Territories in the country where the annual intake as well as the total complement of the Police Force is small and where independent Institutions may not be feasible. We recommend that the Central Government should set up at least one Police Training College and one Police Training School for such States and Union Territories. These can, perhaps, be located very advantageously under the Eastern Zonal Council at Shillong or Guwahati to serve primarily the needs of Manipur, Tripura, Arunachal Pradesh, Nagaland and Mizoram” .This recommendation was brought to the notice of the NEC by Shri B R Sur,IPS, then IGP TripuraAccordingly, the North Eastern Council (NEC) took up initiatives and submitted the proposal to the Government Of India on which the administrative approval of the President of India for establishing the Institution was received, vide Ministry of Home Affairs letter No.III-14013/104/76-NE dtd 28/10/1977.

To begin with the NEPA had a limited objective of training 166 police personnel in  2 Basic Courses and 3 Specialised courses per year  as under:

Management

The Director NEPA who is the Head of the Department looks after and supervises the day to day functioning of the Institute. There is also a high powered Committee, called NEPA Board, to undertake annual stock taking of the Academy in all respect and to make recommendations to the Govt. of India. The formation of the Board and its term is reviewed every 3 years. The Board meets at least once a year.

Objectives

The following are the objectives of the Academy :-

1. To impart one year basic training to the directly recruited Police Officers of the rank of Sub Inspector and DySP of N E States.

2. Design and offer a number of different types of in-service training programmes for Police personnel of N.E. States from the rank of S.I. and above.

3. Design and offer courses which will bring Police Officers in close contact with Officers of other Departments like Revenue, Judiciary, Magistracy and Customs, etc.

4. Undertake research surveys, case studies, etc to prepare material to be used in training.

5. Compile documents and analyse the available literature relevant directly and indirectly to Police training.

Training Activities

The training activities start at the Academy at 4.00 AM with the Reveille Call. The morning PT and Parade start at 5.15 AM and continue upto 7.00 AM. After breakfast, indoor classes, covering as many as 17 papers, start from 8.30 AM and go on upto 13.00 hrs. After the lunch-break, the outdoor session again starts at 14.30 hrs and go on upto 5.30 PM. The last period of 45 minutes is the games period. During the afternoon session, the trainees are also taught horse-riding, motor/motor cycle driving, social works etc. After about an hour's rest, the trainees come for the Library class for one hour from 6.30 to 7.30 PM for 4 days a week and for film shows on the remaining 2 days. Thus the trainees are kept busy right from early morning till late evening in the various indoor and outdoor activities.

Besides, night firing, jungle camp, Naka Bandi, etc. are conducted for both the trainees of Basic Courses and Specialised courses.

 

Indoor Training

The syllabi of the Basic Course and in-service courses are based on the recommendations of the Gore Committee. The academic content of the Basic Course is divided into three major categories – Social Sciences, Police Science and Law. The Final examination of Basic Courses consists of 3 papers in Social Sciences, 7 papers in Police Science and 6 papers in Law.

Since inception till April, 2007, the Academy conducted a total of 36 different type of training courses and about 9004  of both gazetted and non-gazetted police personnel has passed out .

The Basic trainees are required to pass through a hard mill of outdoor subjects including Rock climbing, Horse riding, Motor driving, Jungle camps, Night firing, Naka Bandi, etc.

With the passage of time and for requirement of the beneficiary states, the Academy is now conducting around 20 Specialised courses, apart from two Basic Courses (for Proby Dy Supdts. of Police and Cadet Sub-Inspectors) per year for  the benefit of all the Police Organisations of NE States, including Sikkim.  The Academy has also taken initiative to build up various training inputs like Stress Management, Rock climbing, Police Community Relations, Human Rights, etc. in the course syllabus of Basic Courses. Library

The Academy Library is well stocked with books on professional and general subjects. Arrangements have been made to acquire the latest books on professional subjects published in India and abroad. There are around  21,590 books and cassettes/ CDs on training and about 263 films.

The Library also subscribes to a news-clipping service, which supplies weekly cutting of news-items on police affairs appearing in newspapers.
